  Sorry if the term third world country was offensive, I know it is inaccurate. It was used for lack of a better term, that's why I put it in quotes.

  Okay, I see. So it isn't something that your typical new Bethelite would get or apply for (unless he moved up the ranks). You only get it if they need your skill in another branch then. Am I correct.
